From executive dominance to government-society co-production:The logical transformation and realization path of urban community micro-renewal
As the importance of urban community micro-renewal as a mode of urban spatial reproduction becomes increasingly prominent,it is necessary to explore the internal mechanism of its effective functioning.Based on an in-depth study of urban community micro-renewal practices in Z Street,Shanghai,it can be seen that administratively-led urban community micro-renewal faces difficulties due to the"fragmentation"of grass-roots governmental services,overloading of community governance,and obscuring of the people's subjective status.Driven by the logic of political performance,propelled by operational dilemmas,and catalyzed by the intervention of experts,urban grassroots governments,by fully mobilizing the participation of the community,expressing their needs and integrating them,coupled with departmental synergy and process reengineering within the government,gradually developing a new model of urban community governance,which can be called the government-society co-production.Community micro-renewal under the government-society co-production model can not only effectively meet the real needs of community residents,but also mobilize and stimulate the subjectivity of the community people and their intrinsic motivation to participate in the community governance,and reconfigure the relationship between the government and society.
