摘要
通过构建文化和科技融合发展的政策分析框架,对我国 31 个省市的文化和科技融合度运用综合测度与fsQCA方法,分析文化和科技融合的政策供给类型及其作用路径.研究发现:各地区的文化和科技融合度差异较大.4 条政策组合路径能产生高文化和科技融合度,包括需求拉动型、财政投入和基础建设双驱动型、环境主导的综合促进型和需求与环境促进型.基础设施建设是产生高文化和科技融合度的核心变量,资质认证及培育和政府购买的搭配也是一种关键组合方式.技术支持多发挥辅助作用,财政投入则是一种灵活政策.研究结果可为有关部门优化政策供给,提高政策效果提供借鉴和参考.
Abstract
This paper constructs a policy analytical framework for the integrated development of culture and tech-nology and analyzes the policy types and their acting paths on the integration of culture and technology based on the comprehensive measurement of the integration of culture and technology of 31 provinces and cities in China and fsQCA method.The results show that the degree of integration of culture and technology among different re-gions are significantly different.Four policy combination paths can generate high levels of cultural and technologi-cal integration.Infrastructure development is the core variable for generating high cultural and technological inte-gration and the combination of accreditation and nurturing and government purchasing is also a key combination.Technical support plays a supporting role and financial input is a flexible policy.This research can provide some references for relevant departments to optimize policy supply and improve policy effect.
