城镇化和流动中国背景下的多元主体共同治理机制研究

摘要
随着城镇化的加速,我国进入大流动社会.社会治理现代化是中国式现代化题中应有之义,提升流动社会治理水平意义重大.按照"主体—机制—规则—目标"的框架搭建多元主体共同治理机制,回答好谁来治理,如何治理,为谁治理及其治理目标等问题,有效协调好人的流动性、活跃性和政府职能的相对稳定性、计划性要求之间的冲突,实现人的全面发展,助推共同富裕,是践行习近平新时代中国特色社会主义思想的本质要求,需要政府统筹兼顾,激发社会组织功能,充分调动市场主体积极性,吸引个体广泛参与,灵活应用行政化、市场化和社会化手段,形成多元主体共治善治、内生推进共同富裕、实现中国式现代化目标.
Abstract
With the acceleration of urbanization,China has entered into a highly mobile society.Modernization of social governance is an inherent part of Chinese path to modernization,and it is of great significance to improve the level of mobile social governance.According to the framework of"subject-mechanism-rule-goal",a multi-party joint governance mechanism is established to answer questions such as who will govern,how to govern,for whom to govern and its governance goals.Effectively coordinating the conflict between the mobility and activity of people and the relative stability and planning requirements of government functions to achieving comprehensive human de-velopment and promoting common prosperity is an essential requirement of Xi Jinping thought on socialism with Chinese characteristics for a new era.The government needs to make overall plans,stimulate the function of social organizations,fully mobilize the enthusiasm of market players,attract broad participation of individuals,flexibly apply the means of administration,marketization and socialization and improve the efficiency of"zero distribution",enhance resource interaction and promote social equity,forming the goal of multi-party joint governance and good governance,endogenous promotion of common prosperity and realization of Chinese path to modernization.
