地方人大构建预算绩效监督体系的策略研究

摘要
加强地方人大预算绩效监督,既是地方人大职责所在,也是形势所需、现实所需.可从当前我国地方政府预算绩效评价中存在的普遍性问题出发,分析人大构建预算绩效监督体系的必要性,进而对地方人大构建预算绩效监督体系进行探索,为地方政府及预算单位提升预算管理水平、强化预算绩效监督、优化财政资金使用效益提供参考.
Abstract
Strengthening the budget performance supervision of local people's congresses is not only the responsi-bility of local people's congresses,but also a necessity of the situation and reality.Starting from the common problems in the current performance evaluation of local government budgets in China,this article analyzes the ne-cessity of the National People's Congress building a budget performance supervision system,and explores the con-struction of a budget performance supervision system for local people's congresses,providing reference for local governments and budget units to improve budget management level,strengthen budget performance supervision,and optimize the efficiency of financial fund utilization.Strategic Research on Budget Performance Supervision System.
