In order to support the financing of small and medium-sized enterprises(SMEs),Taiwan set up a policy-based SME credit guarantee fund in the 1970s.Its unique mechanism design has promoted the formation of a benign pattern in which the government,banks,and guarantee institution have joined forces to promote the development of SMEs.Actually,Taiwan's Credit Guarantee Fund plays a protective and supportive role in facilitating the recovery of the regional economy and coping with the fluctuations of the economic cycle.In order to study the development mode of Taiwan's credit guarantee fund and summarize its experience,this paper systematically describes its governance structure,business development,risk management,cooperation between banks and guarantors,and supporting systems,etc..In addition,the characteristics of provincial government financing guarantee in Taiwan and mainland China have also been compared in detail.Finally,some suggestions are put forward for the development of provincial government financing guarantee system.
