This article takes three city commercial banks in Taizhou City,Zhejiang Province,as the main initiating banks of rural banks as the research object.Based on the theories of path dependence,institutional evolution,and transaction cost,it analyzes the differences in the institutional environment between the Taizhou area and the target transplantation areas,including the legal environment,policy environment,and cultural and social factors.It explores how these differences affect the main initiating banks'institutional design for rural banks.The study found that the three city commercial banks in Taizhou have made effective practical explorations in the construction of the main initiating banks and rural bank management systems,including management models,equity structure and governance,risk management,talent training,and service innovation and technology application.Combining the theory of institutional economics with the practice of the three city commercial banks in Taizhou,the feasibility of the main initiating bank system transplantation is analyzed.Experiences and insights in the construction and transplantation of the main initiating bank system are explored from three aspects:equity structure and governance,risk management and internal control,and talent training and service innovation.Optimization suggestions for the main initiating bank system are also proposed.
