A Study of Language Policy in Paraguay from the Perspective of Spolsky's Language Management Theory
Based on the theoretical framework for language management proposed by Spolsky,this paper describes the origins,progress and difficulties of bilingualism in Paraguay in terms of language practices,language beliefs or ideology and language management,with a particular focus on the historical evolution and survival of Guaraní,an indigenous language in a weaker position.The paper finds that,despite significant progress in the standardization and recognition of the Guaraní language in Paraguay through the concerted efforts of the official and private sectors,the actual application of Guaraní in the administrative,educational and social communication spheres has not been normalized,and this is due to a number of factors.By reviewing the historical literature,language policy before and after Paraguay's independence,and the legalization of bilingualism,the study explores the reasons behind the impeded development of Guaraní and the changes in language policy,and affirms the importance of this indigenous language as a cultural participant in the co-construction of Paraguayan national identity.
