Construction of Qualification Framework in the Perspective of Vocational Education Typification:Objectives,Contents and Models
In the perspective of vocational education typification,using the competency standards in the qualification framework as the reference for determining talent development objectives and evaluating educational outcomes can strengthen the positioning of vocational education through continuous benchmark against national quality standards.The qualification framework emphasizes unified standards,internal interactions,self-awareness of individuals,and implementation effectiveness as its core metaphors.It not only provides a pathway for the growth of vocational education learners but also establishes a standard system for the construction of vocational education professional groups,curriculum development,and teacher team building,laying a foundation for the typification development of vocational education.Specifically,in the perspective of vocational education typology,the goals of qualification framework construction are to support content standard framework,integrate diverse action entities,aggregate high-quality educational resources,support personalized learning,and cultivate lifelong learning habits.Its main contents include strengthening standard construction,rule construction,and application model construction.Drawing on the experience of qualification framework construction in western countries and China,the vocational education qualification framework system should possess typical characteristics such as high hierarchy,equivalence,adaptability,and lifelong nature.This enables the vocational education qualification framework to effectively meet the demands of modern industrial structure development for highly skilled talents and further highlight the typological nature of vocational education.
