Historical Changes and Evolutionary Logic of Community Education Supply in China from the Perspective of Educational Modernization:An Analysis Based on Policy Texts
This study analyzes fifty-four community education-related policy texts issued by central,local government,and relevant educational authorities since 1985,using Nvivo12 qualitative analysis software.The research findings reveal the logical evolution of community education supply in terms of the shift from supply provided by non-governmental forces to supply led by government.And then to diversified supply,expansion of target beneficiaries from youth to various age groups and populations,and the development of community governance and the capacity of community education supply from extensive supply in scale to comprehensive supply in institutional content.Under the guidance of the concept of educational modernization,it is necessary to establish a fundamental discourse of community education supply policies emphasizing people-oriented principles,a policy value orientation of high-quality development,and an implementation environment for community education supply policies centered on diversified governance.
