One School,Two Systems:Institutional Design of Industrial College Construction
As two main forms of industrial college construction,independent legal entity industrial colleges currently lack corresponding legal systems and practical operational conditions;secondary college industrial colleges are the current feasible option.In order to maximize the autonomy of running schools under the existing legal system,the concept of one school and two systems is proposed.That is,within the same university,industrial colleges and other professional secondary colleges implement two different system mechanisms respectively.The university's legal personality remains unchanged,and there is a tense relationship between the industrial college and the university,maintaining both attribute identity and path independence.One school and two systems mean opening a special zone for running schools in universities.Industrial colleges will enjoy special educational policies,a more relaxed and flexible management system,and operational mechanisms with stronger independence.
