Changes in American Career Education Legislation Policies from the Perspective of Multi-Stream Theory
Multi-stream theory provides a perspective and framework for interpreting the policy process and analyzing policy change.Policy experiences related to career education legislation in the United States have gone through three periods:the exploratory phase supported by fragmented guiding legislation on career guidance and career development,the establishment phase facilitated by characteristic regulatory legislation pushing forward the practice of career education,and the deepening phase deepened by systematic strategic legislation deepening the reform of career education.Analyzing this change process using multi-stream theory,we find that the conflict between the unemployment crisis triggered by changes in the times and the single efficiency of traditional education has constituted the problem identification.The evolution of career education ideas among policy communities has led to the policy clarification,the influence of public opinion and political party ideology on career education has produced political activities,and Malan's softening of processes and opening up of the policy window ultimately contribute to the combination of policy windows and streams.
