The Context,Logic,and Prospects of Policy Changes in Sino-Foreign Cooperative Education in Vocational Education in China:Perspective of Historical Institutionalism
The policy of Sino-foreign cooperative education in vocational education in China is an important driving force for guiding and regulating the high-quality development of Sino-foreign cooperative education in vocational education.From the perspective of historical institutionalism,its change process can be analyzed,including the stage of breaking ice with a clear direction,the stage of moving towards the rule of law for standardization,the transition stage of perfecting supervision,and the high-quality development stage for improving quality and efficiency.Under institutional logic,the Sino-foreign cooperative education in vocational education presents a gradual policy change characteristic under the interaction of social structure factors.It shows obvious path dependence in terms of coordination effect and reform cost.In addition,industrial upgrading and transformation,high-quality development of vocational education,and personal value appeal are the external driving forces and internal driving forces that promote policy changes.In the future,the policy of Sino-foreign cooperative education in vocational education should optimize policy design,highlight the new era factors of policy changes,strengthen path innovation,formulate guiding policies,improve the quality assurance system,refine policy content,clarify policy expression,and specify policy discourse.
