"双高计划"助推"职教高地"建设:实践图景与路径选择——基于江西省的分析

摘要
"职教高地"和"双高计划"在落实《国家职业教育改革实施方案》中承担着重要的使命,两者在价值取向、建设内容、实施维度、功能定位等方面高度耦合.以江西省"双高"院校为样本进行分析,梳理出"双高"院校遵循"目标、功能、过程、结果"四维度的建设逻辑,体现出以红色赋能为特色的高规格定位、以服务发展为重点的高标准引领、以体制机制为重心的高质量改革和以国际合作为突破的高价值溢出的群像特征.助推"职教高地"建设,"双高"院校仍存在引领之困、发展之困及融合之困,需要进一步聚焦类型定位,建设高标准师资队伍;聚焦专业优化,创设区域职教品牌;聚焦产教融合,增强职教适应能力;聚焦改革创新,释放体制机制活力.
Abstract
The plan for innovation development of highlands for vocational education and the plan for building high-level higher vocational schools and specialties with Chinese characteristics assume important missions in implementing the National Vocational Education Reform Implementation Plan.Both of them are highly coupled in terms of value orientation,construction content,implementation dimension,and functional positioning.Analyzing the sample of high-level vocational colleges in Jiangxi Province,we identified the construction logic of these institutions following four dimensions:goal,function,process,and outcome.This reflects the distinctive features of high-level colleges,which are positioning at a high standard characterized by red culture empowerment,leading with high standards focused on service development,reforming with high-quality reforms centered on institutional mechanisms,and achieving high-value spillovers through breakthroughs in international cooperation.To boost the construction of the vocational innovation development highland,there are still challenges facing the high-level colleges,such as leading difficulties,development difficulties,and integration difficulties.Therefore,it is necessary to focus on type positioning,establish a high-standard teacher team,focus on professional optimization,create a regional vocational education brand,focus on industry-education integration,enhance vocational education adaptability,and focus on reform and innovation,release institutional mechanism vitality.
