The Mechanism of Production and Basic Issues of Municipal Industry-education Consortiums
A municipal industry-education consortium is a new type of operational organization for the integrated development of vocational education and industry.Industrial structure transformation and development,in-depth reform of governance mechanisms,and continuous deepening of industry-education integration are the three major driving forces behind the emergence of municipal industry-education consortia.The core of organizational innovation in municipal industry-education consortia lies in promoting the internalization of market transactions among multiple actors through the refinement of divisions in the vertical dimension and the deepening of cooperation in the horizontal dimension.According to the cooperative ties,legal status,distribution of management rights,and asset ownership relationships among the entities within the consortium,municipal industry-education consortia can be classified into three ideal types:close type,loose type,and hybrid type.This classification provides appropriate analytical concepts for understanding municipal industry-education consortia.The driving mechanism,cooperation mechanism,coordination mechanism,and restraint mechanism are the core,key,foundation,and guarantee for the operation of municipal industry-education consortia.In the future,it is necessary to strengthen the overall coordination role of local governments,give full play to the technological innovation role of the consortium,help transform and develop the industrial structure of cities,and promote the coordinated development of different types of industry-education integrated vocational education organizations.
