中国技能形成制度的功能、框架体系与域外借鉴

摘要
技能形成制度是建设技能型社会的核心制度.有效的技能形成制度应具备三种功能:建立稳定的技能形成资金保障以防范技能投资市场失灵下的技能供给不足,建立同向同行的技能形成伙伴关系以避免多主体行动下的合成谬误,制定技能供给标准与规范以防范标准多样下的技能供需不匹配.相应地,技能形成制度的框架体系要涵盖技能开发资金配置制度,技能供给主体遴选与多元合作伙伴关系制度,技能标准制度,技能学习与训练制度,技能评价与监督制度.基于技能形成制度的国际实践,中国建设技能形成制度体系要能够保障技能形成资金稳定,技能形成路径畅通,技能形成的标准化与前沿性,技能形成的效率与公平.
Abstract
The skills formation system is the core institution for building a skilled society.An effective skills formation system should possess three functions:establish stable funding guarantees for skills development to prevent skill supply shortages under market failures in skill investment,create synergistic partnerships for skills development to avoid the fallacy of composition with multi-agent actions,and set skill supply standards and norms to prevent unsuitable skill supply and demand due to diverse standards.Accordingly,the framework system for the skills formation system should include the system of fund allocation for skills development,the entity selection and multi-partner relationship system for skills supply,the skills standard system,the system of skills learning and training,and the system of skills evaluation and supervision.Based on international practices in skills formation systems,China's construction of a skills formation system should ensure stable funding for skills development,unobstructed skill development paths,standardization and advancement nature of skill development,efficiency and equity in skill development.
