区域技能型社会建设政策特征与审思——基于46份区域技能型社会建设政策文本的分析

运用内容分析法与扎根理论研究方法对46份区域技能型社会建设政策文本的分析表明,当前我国地方政府积极运用政策工具,汇聚多方力量,发挥内外优势,擘画具有本区域特色的技能型社会建设图景.相关政策从理念、目标、举措等方面为推进区域技能型社会建设实践提供了科学指引,但在政策供给、技能培训制度内部融通、政策激励举措、技能"培养—应用—转化"衔接等方面仍存在一些不足之处.未来应进一步加大政策供给,增进职业培训与职业学校教育的协调融通,优化政策激励举措,增强技能培养、应用与转化的衔接性,以更好地发挥区域技能型社会建设政策对实践行动的引领作用.
Characteristics and Reflection of Regional Skills-oriented Society Development Policies:Based on an Analysis of Forty-six Regional Skills-based Social Construction Policy Texts
Using content analysis and grounded theory research methods to analyze forty-six regional skills-based social construction policy texts indicates that local governments in China are actively employing policy tools,pooling various forces,leveraging internal and external strengths,and sketching a picture of skills-based social construction with regional characteristics.Relevant policies have provided scientific guidance for promoting the practice of regional skills-oriented society development in terms of concepts,objectives,and measures.However,there are still some deficiencies in policy supply,internal integration of skills training systems,incentive policy measures,and the connection between skills cultivation-application-transformation.In the future,it is necessary to further increase policy supply,enhance the coordination and integration of vocational training with vocational school education,optimize incentive policy measures,and strengthen the connection between skills cultivation,application,and transformation so as to better play the leading role of regional skills-oriented society development policies in practical actions.
