Quantitative Evaluation of Lifelong Education Policy Based on PMC Index Model
The lifelong education policy is an action strategy to guide the high-quality development of lifelong education.Quantitative evaluation of lifelong education policies,reviewing the advantages and disadvantages of policies,and proposing optimization strategies are of great theoretical and practical significance for improving the lifelong education policy system,serving a learning-oriented society,and building a learning-oriented country.The research combines text mining and PMC index modeling methodologies to construct a lifelong education policy evaluation system,utilizing the PMC index and surface diagrams to conduct a quantitative evaluation and analysis of the twelve selected representative samples of lifelong education policies.The research results show that China's lifelong education policy is based on policy supervision,policy timeliness setting,and policy tools.There is still room for optimization in terms of choice and the foundation of policy implementation.On this basis,policy suggestions such as coordinating multiple goals,improving policy tools,strengthening main body coordination,and looking at regional situations are put forward.
