Policy Logic Deconstruction for High-quality Development of Vocational Education in European Union:Educational Training Plan and Evaluation Reference Framework
Emerging digital technologies,accelerated population flow,global warming,and other factors have intensified the structural changes in EU education.Through the development of education and training plans,the EU has defined the strategic objectives and evaluation benchmarks of EU education development from the level of macro-medium and long-term policy planning and promoted the establishment and promotion of various regional education indicator systems.The EU has attached great importance to the high-quality development of vocational education and regional coordination.Based on the EU Education and Training Plan,the European Quality Assurance Reference Framework for Vocational Education and Training has been developed,which covers a three-level governance structure,a four-link quality assurance cycle,appropriate inclusive indicative descriptors,and quantifiable quality assurance reference indicators.It has provided the evaluation index framework and policy reference for the high-quality development of vocational education in EU member states.The policy system and implementation logic of EU vocational education high-quality development have lead to the following enlightenment for China's vocational education high-quality development.First,based on the reality of economic and social development,promote the construction of a vocational education quality evaluation system supported by digital technology.Second,to shape the lifelong learning culture of the whole people,emphasizing the high-quality development system of vocational education based on seniority.Third,fit the digital learning environment and ecosystem to promote the sustainability of high-quality development of vocational education.Fourth,we should link up the trend of globalization and migration and develop an international quality assurance system for vocational education and training.
