The Legislative Logic,Orientation,and Structural Framework of the Lifelong Education Law:A Perspective on Strengthening the Consciousness of the Chinese National Community
General Secretary Xi Jinping proposed two significant concepts in the report of the 20th National Congress:lifelong education and the strengthening of the consciousness of the Chinese national community.These concepts are not isolated from each other but are linked by a robust logical relationship.The strengthening of consciousness imbues lifelong education with profound comprehensive educational connotations;the universal and lifelong nature of lifelong education ensures the comprehensive coverage and long-term effectiveness of the strengthening of consciousness.The formulation of the Lifelong Education Law should be situated at the macro level of the great rejuvenation of the Chinese nation,taking advantage of the codification of educational laws,and based on local regulations of lifelong education laws,incorporating specific content of consciousness-strengthening education.The Lifelong Education Law should adopt a structure of general provisions plus special provisions,integrating the content of strengthening consciousness into key articles,and continuously advancing strengthening consciousness education within lifelong education.
