协作治理视角下市域产教联合体运行机制研究——基于单案例的研究

市域产教联合体作为推进职业教育现代化建设的重要载体,如何推进多元主体各司其职是其可持续发展需要回答的核心问题.基于协作治理理论和探索性单案例研究方法,构建市域产教联合体的协作治理运行过程分析框架,结合具体案例分析各方主体实现协作的过程与机制.研究发现:市域产教联合体在政策和现实需求的推动下成立,通过组建领导团队,围绕共同愿景,组织成员开展有序的协作治理活动.在协作的过程中,形成了政府部门主导的统筹协调机制、激励保障机制、督导评价机制和秘书处牵引的沟通协商机制,推动协作过程的实施,保证协作目标的实现.
Research on the Operation Mechanism of Municipal Industry-education Consortium from the Perspective of Collaborative Governance:Based on a Single Case Study
As an important carrier of promoting the modernization construction of vocational education,how to prompt multiple subjects to fulfill their respective duties is the core question that needs to be answered for its sustainable development.Based on the collaborative governance theory and the exploratory single case study method,this paper constructs the analysis framework of the collaborative governance operation process of the municipal industry-education consortium,and analyzes the process and mechanism of the cooperation of all parties combined with specific cases.The research reveals that the municipal industry-education consortium is established under the impetus of policies and practical needs.By forming a leadership team and centering on a common vision,organization members carry out orderly collaborative governance activities.During the collaboration process,a comprehensive planning and coordination mechanism led by government departments,an incentive and guarantee mechanism,a supervision and evaluation mechanism,and a communication and consultation mechanism led by the secretariat have been established to facilitate the implementation of the collaboration process and ensure the attainment of the collaboration results.
