Comparative Analysis and Reform Suggestions on Two Types of Apprenticeship in China
Over the years,China's vocational education sector has featured a parallel structure of the modern apprenticeship system led by the education sector and the new enterprise apprenticeship system led by the human resources and social security sector.From the perspectives of law,policy,and practice,it is found that modern apprenticeship systems have obvious disadvantages.It is suggested to discontinue the modern apprenticeship system,retain the new enterprise apprenticeship system,and add a student apprenticeship system.The Chinese-style apprenticeship system should be defined as a skill training system that focuses on cultivating front-line technical workers,with government support,enterprise-led schools,and universities as the basic framework,and implementing a basic model of dual-teacher teaching,combining moral and technical training,and linking training,education,evaluation,and employment.The implementation of the Chinese-style apprenticeship should respect the willingness of enterprises.This approach firmly adheres to accommodating the training needs of enterprises,alleviating their training difficulties,and incentivizing their training outcomes.It emphasizes orderly training,avoiding a one-size-fits-all approach and not seeking rapid results.Furthermore,it insists on effective training,without resorting to superficial measures or focusing solely on quantity.
