Issues,Situation and Actions for Global Adult Learning and Education Participation:Analysis Based on GRALE
In June 2022,UNESCO released the final monitoring report of the Belem Framework for Action,the fifth Global Report on Adult Learning and Education,which describes the latest situation of global adult learning and education participation.Based on the global series of reports on adult learning and education and relevant international documents,it can be observed that the issues regarding global adult learning and education participation involve taking the concept of lifelong learning as the guidepost,promoting sustainable development as the objective,and enhancing the action areas of adult learning and education as the means.Focusing on five Global Reports on Adult Learning and Education,we can see that the situation of adult learning and education participation in the world shows that the overall participation level has further improved,women's participation has made significant progress,and civic education participation has gradually improved.However,there are still challenges to improve the overall participation level,the participation of vulnerable groups is still excluded,and the field of civic education remains the bottleneck of participation.Therefore,in the future,the global adult learning and educational participation should take steps to reshape the lifelong learning ecosystem and comprehensively improve the level of participation;establish a new educational social contract and strive to promote inclusiveness and equity;expand participation in traditional learning and focus on civic education and other actions.
