Construction and Measurement of High-quality Development Index for Higher Vocational Education in Western China in Context of a Strong Educational State
Based on the important speech delivered by General Secretary Xi Jinping on solidly promoting the construction of education power,this paper integrates the connotation of high-quality development in vocational education to construct a high-quality development index for higher vocational education in western region of China in context of a strong educational state.The entropy weight TOPSIS method is adopted for measurement and result analysis.Drawing on relevant cross-sectional data of higher vocational education in western region of China in 2022,the study reveals that the construction of basic paths is complete,the strategies and tactics are remarkable in results,the level of service and contribution is limited,the potential energy of development impetus is insufficient,and the basic work team is weak.Regionally,higher vocational education in southwestern of China exhibits superior quality compared to that in the northwest.Inter-provincial differences are also observed,with priority development provinces demonstrating remarkable resource clustering effects,slow development provinces having lower levels of resource allocation,and lagging development provinces suffering from poor overall educational quality.This paper proposes to establish a holistic teacher reserve system and build a professional teaching team with double qualifications and dual competencies.It also aims to construct an international exchange and education system featuring diverse physical and virtual resource supply and enrich Sino-foreign cooperative education models.Additionally,the paper suggests reinforcing the talent cultivation philosophy of taking root in the west to promote the integrated development of ethics and skills among higher vocational talents.
