Qualitative Confusion and Quasi-legal Person Attribute of Modern Industrial Colleges
The modern industrial college expected by the system is an independent entity.However,in practical operation,modern industrial colleges have encountered many obstacles,including low levels of multi-party collaboration,low governance performance,and insufficient innovation in institutional mechanisms,all of which are inherently related to their subject attributes.The main attributes of modern industrial colleges have different definitions,including secondary colleges,mixed ownership,independent legal entities,and new organizational forms,but none of them can be theoretically self-consistent.Modern industrial colleges can be classified as quasi-legal person,thus providing guidance for the construction of modern industrial colleges based on legal entity standards.Referring to the three conditions of a legal entity,modern industrial colleges should combine their own characteristics and carry out institutional construction in terms of material foundation,governance mechanism,and responsibility constraints,in order to construct relatively independent entity.
