Measurement Model and Realistic Landscape of Policy Synergy in the Integration of Industry and Education in Vocational Education in China:Quantitative Analysis Based on National Level Policy Texts from 2013 to 2023
The deepening of the integration of industry and education in vocational education relies on strong policy support,and the analysis of policy coordination can provide empirical support for the optimization of subsequent policies. Using 342 national level policies on the integration of industry and education from 2013 to 2023 as a sample,this research designs policy quantification standards from three dimensions:policy intensity,policy objectives,and policy tools,and construct a measurement model for the synergy of industry education integration policies. The study finds that,over the past decade,the effectiveness of integration of industry and education policies has generally shown an upward trend,with increasing coordination among policy actors,clear hierarchical coordination of policy objectives,and a fluctuating upward trend in the coordination of policy tools. It is suggested to strengthen the goal orientation of industry education integration,improve the coordination mechanism of the main body,balance the use of policy tools,improve the feasibility of industry education integration policies,and form policy synergy effects.
