Anchoring the Path of Adult Capacity for Change:An Analysis of Citizenship Education in ALE Based on the Fifth Global Report on Adult Learning and Education
In June 2022,the UNESCO released the fifth Global Report on Adult Learning and Education (GRALE 5),which clearly defined the important role that civic education plays in empowering adults' transformative capacities. By analyzing the theme deduction of the five global reports,it is clear that the theme of citizenship education is becoming more prominent and explicit,especially in GRALE 5,which focuses directly on the citizenship education dimension of empowering adults to change. Based on the global perspective,citizenship education emphasizes empowering all adult learners to become responsible global citizens based on transformative capacities that respect human rights,gender equality,and environmental sustainability,among others. In this process,the practical value of its empowerment lies in building high-level transversal skills to facilitate the comprehensive expansion of the employment field. It actively influences various fields such as broadening employment opportunities,promoting participation in the digital society,safeguarding the status of female citizens,shaping global citizenship,implementing inclusive immigration goals,and strengthening the global ecological concept by strengthening high-level transversal skills,enhancing high-level technical abilities,deepening the concept of democracy and equality,improving new forms of literacy,solidifying the concept of cultural inclusiveness,and strengthening the conscious planetary consciousness. In order to empower and enhance the transformative capabilities of adults through civic education,coordinated promotion and systematic measures should be carried out from the dimensions such as policies,funds and governance at the government level,as well as from aspects like teaching staff,technology and courses at the organizational level.
