Research on Grassroots Police Salaries in Liling County of Hunan Province during the War of Resistance Against Japanese Aggression
During the period of the Republic of China,there was a huge gap between police officials and grassroots police officers in terms of salary system design.Due to the fact that the salaries of sheriffs and sergeants were determined by the local financial situation,the salaries were generally low.After the out-break of the War of Resistance against Japanese Aggression,Liling County,located in the rear area,was able to expand its police stations.However,during the war,the salaries of grassroots police officers in Lil-ing did not meet the statutory standards.The main reason for this was funds shortage,which was due to the difficult financial situation of the Republic of China.The low salary made it difficult to attract out-standing talents to enter the grassroots police,and the employed long-erm police couldn't keep their mind on their duty.The phenomenon of desertion from police often occurred.The low salary not only affected the quality of the grassroots police team,but also had a negative impact on grassroots social security.
