From"Power Absence"to"State Presence":The System Logic of Miao Frontier Management in Qing Dynasty:Take Wumeng's Land Conversion for Example
In the Yongzheng's reign of Qing Dynasty,Wumeng area was reformed,which not only met the realistic need of restraining Yunnan and achieving national unification but also reflected the political situation of the governance of Miao Frontier.Wumeng is located at the borders of Sichuan,Yunnan and Guizhou provinces,which makes it a strategic place for the people in the three provinces.However,Wu-meng Tusi(the local leaders)broke the law fiercely and endangered society for they were out of the direct control of the central government,which served as an important goal of the land reformation.Historical institutionalism,one of the important schools of new institutionalism politics,reveals the dynamic factors behind the institutional change by focusing on key points in the development of history.The deep struc-ture,key node and path dependence can provide us with the theoretical as well as methodical support in the study of the reasons for the rulers and related officials to carry out the land conversion,the key events and influences in the process of land conversion in Wumeng area,the remedial measures after Wumeng's land conversion.Take Wumeng's land conversion as the starting point,the system logic of governance in Miao Jiang area in Qing Dynasty can be seen from"Power Absence"to"State Presence".
