Developing Vocational Education Through System:The Action Logic of India's Vocational Education System Identification and Its Implication for China
The action logic of the Indian vocational education system identification is based on the legality and authority of the legal guarantee system,the equivalence and nesting of the qualification framework system as the key,the authority and non competitiveness of the certificate system as the driving force,and the supply,use,and cooperation system of skills as the guarantee,forming a unique Indian vocational education system recognition system,enhancing the credibility,consensus,adaptability,and influence of the Indian vocational education system.Therefore,China should learn from the experience of India's vocational education system construction,consolidate the value concept system of the vocational education system,and enhance the legitimacy of the recognition of the vocational education system;strengthen the expression system of vocational education system rules and enhance the flexibility of vocational education system recognition;standardize the adjustment object system of vocational education system and promote the inclusiveness of vocational education system recognition;optimize the implementation guarantee system of vocational education system and improve the responsiveness of vocational education system recognition.
