Constructing a digital ethics system is beneficial to responding to digital technology and dual nature of AI,overcoming the limitation of legal norms and conventional governance modes,guarding against digital network security and ethical technology risk,guaranteeing the healthy operation of digital society,and dealing with the severe challenges that digital technology poses on conventional ethics system.In setting up digital ethics system,we should effectively handle five types of relationships,ensure substantial participation of all relevant stakeholders,establish systems throughout the entire chain,strengthen the standardized design of all relevant elements,conduct full lifecycle ethical considerations of digital technology,and follow the framework principles of digital ethics.We should start from meta-rules,and should be guided by the pursuit of goodness,truth,and beauty so as to construct digital ethics rules that combine abstraction and concretization,and that are adaptable to different periods,themes,environments,and fields.
