Towards media justice:Platform role and law implementation of cyber violence information governance
The promulgation of the obligation of cyber violence information governance marks a"super responsible entity"for the platform.Understanding the internal regularities of generation,diffusion,and alienation of cyber violence information under platform environment has become the key to understanding the regulation transformation of cyber violence in the Digital Age.By introducing the digital media theory,it can be found that cyber violence information is not spontaneously gathered by"the Crowd",but grows in a media environment where platforms encourage extremist speech,support radical emotions,and promote public opinion clusters.To build a media justice order that optimizes content quality,encourages rational discussion,and provides victim relief has become the unique connotation that the platform implements its duty in governing cyber violence.Before the incident,the platform's early warning system should aim to configure a content supervision mechanism applicable to its content ecology,to perceive the risk of cyber violence information at real-time;in the process of the incident,an agenda framework should be set up to healthily guide public opinion orientations and to effectively block the spread of online violence information;and at the stage of protecting the victim,technical counter-measures with timely response ability should be taken to prevent victims from public bullying.
