乡村振兴中多元主体协作的网络治理研究——以闽东P县文旅产业发展为例

摘要
随着乡村治理从脱贫攻坚走向乡村振兴,多元主体的有效协作成为助推乡村善治的重要内容,但多元主体的存在并不意味着善治的产生.从网络治理理论的视角切入,以闽东P县文旅产业发展为案例,分析多元主体的有效协作机制与治理网络的形成.研究认为:在具备较有凝聚力的领导力和权威、较规范的制度和机制、丰富多样的资源和较高的主体间的信任度的时候,多元主体才有可能开展有效协作,网络治理才有可能产生并带来善治.各地在乡村振兴过程中应从自身需求和禀赋出发,从协同整合的角度,有针对性地制定促进网络治理的持续性政策.
Abstract
With rural governance developing from poverty alleviation to rural revitalization,the effective cooperation of multiple subjects has become an important factor to promote good governance in rural areas,but the existence of multiple subjects does not mean the emergence of good governance.From the perspective of network governance theory,and with the revitalization of cultural tourism industry in P County of eastern Fujian as an in-depth case,this study analyzes the effective cooperation mechanism of multiple subjects and the formation of governance network.The study suggests that only when multiple agents have strong cohesive leadership and authority,standardized systems and mechanisms,rich and diverse resources,and high trust among them,can they possibly engage in effective collaboration,and can network governance emerge and promote good governance.In the process of rural revitalization,local governments should formulate sustainable policies to promote network governance from the perspective of collaborative integration based on their own needs and endowments.
