The concept of governance efficacy is the latest theoretical achievement of Chinese-style national governance.The current theoretical understanding of governance efficacy can be basically divided into two types:empowerment theory and measurement theory.Empowerment theory focuses on two aspects:the transformation of governance efficacy and the improvement of governance efficacy.From the perspective of research content,there is not much difference,but its essence revolves around the relationship between institutional advantages and governance efficacy.Measurement theory regards governance efficacy as an evaluative concept,which deepens and develops governance efficiency,governance effectiveness,and governance performance.The understanding of governance efficacy should break through basic concepts and move towards theoretical construction.The construction of high efficacy governance theory should focus on three aspects:governance philosophy,governance framework,and governance characteristics,forming a comprehensive understanding of the high efficacy governance.
