The supervision dispatch system is a specialized supervisory mechanism within the supervision framework,and the development zone is a key area under supervision.Between the development zone and the administrative district,there exist embedded,differential,and overlapping relationships,with the power structure being flat and centralized,the power operation flexible yet risky,and the power space closed and misaligned.The supervision dispatch system of the development zone encompasses supervision laws and regulations as well as intra-party regulations,which are governed by subject qualification,organization,and authorization.In the current norms,the regulation of the leadership system of the dispatched agencies in the development zone needs to be transformed by law,the phenomenon that supervisory organs at the county and district levels send supervisory agencies to the development zone urgently needs legal response,the pre-situation of the dispatched behavior of supervisory organs needs to be clarified,and the case jurisdiction principle of supervisory organs in the development zone needs to be established.The abovementioned issues can be addressed to through amendments to or the interpretation of the supervision law:Firstly,the provisions of Party regulations regarding the leadership system of supervisory agencies in the development zone should be converted into a legal system;Secondly,the corresponding authority should be granted to county supervisory organs accordingly;Thirdly,the jurisdiction principle should be established in accordance with the supervision practice in the development zone.
