Reforming the 110 Police Platform in the Improvement of Social Governance System:A Case Study of J Province
It has been 38 years since the emergence of 110 police platform in China,which has a significant positive spillover effect in social governance practice,as well as a typical sample of improving the social governance system and successfully creating a"miracle"of long-term social stability under the sustained and rapid economic development.Following the idea of"solving problem and discovering new knowledge",this paper profoundly de-scribes and discusses the reform process of 110 police platform in J Province,and constructs the dynamic coupling interpretation framework of"three systems and one alarm".The research finds that institutional elements(system,mechanism,institution)and non-institutional element(police situation)are the internal and external driving forces to promote the reform of 110 police platform which are indispensable dynamically adjusted and functionally cou-pled.Thefindings enhance the understanding of fundamental mechanism and its theoretical mechanism behind the"miracle"of long-term social stability in China.At the same time,it provides more policy implications for further improving the social governance system and reforming the 110 police platform.
