In the new era and on a new journey,to play the role of the primary-level Party organizations as a fighting fortress,we need to comprehensively promote the system of"staying true to our original aspiration and bear-ing in mind our mission".The construction of the institutional system of"staying true to the original aspiration and bearing in mind our mission"of the primary-level Party organizations should be based on the actual situation of the organizations,centering on the key points which are conducive to handling the relations within the Party organiza-tions,between the Party and the government,the Party branches and party members,and between the party members and the masses and so on,so as to realize the transformation of the system from"dominant supply"to"demand sup-ply".To ensure the effective implementation of the system,it also needs establishing a sound dynamic mechanism which can stimulate the implementation of the system,an operation mechanism which can promote the effective con-nection of the system,and an assessment mechanism which can strengthen the transformation of the system,so as to ensure that the primary-level Party organizations form a positive interaction and mutual shaping between the ideal and belief they fulfill and the constraints of laws and regulations,consolidating the organizational foundation of the Party's long-term governance.
