People-oriented Practice of Building the Community of Rural Social Governance:a Case Study of W Community of C City in Western China
The community of rural social governance has emerged as a discourse system under the grand back-ground of rural revitalization,focusing on addressing issues such as participation in public life,connection of public interest,construction of public order,and consolidation of public consciousness in rural societies.It is a value community centered on the Party committee of the village(community),with village-level collective economic or-ganizations as the platform,and effective participation in public life as the pathway.Its main characteristics include the close connection of public interests,full participation of multiple subjects,and the collective awakening of pub-lic consciousness.The"trilogy"of constructing paths for the community of rural social governance can be summa-rized as the deep embedding and benign connection of villagers'daily lives,the effective indoctrination and posi-tive guidance of primary social policies,and the institutionalization of public life participation and the consolidation of community values.Through the daily moral practice of"responsibility-enjoyment-identification"by com-munity members,it enhances villagers'sense of belonging,community identification,and community conscious-ness,establishing a well-ordered and benevolent governance community that is people-oriented,mutually trusting,interest-connected,and multi-participatory in rural social governance.
