Directions and Paths of Building Basic-level Governance Community in Contemporary Times
Basic-level governance is the cornerstone of national governance and the fundamental project for a-chieving modernization of the national governance system and governance capacity.For a considerable period of time,China adopted a basic-level governance mode of"administrative absorption of society".In this mode,the en-thusiasm of governance entities such as social organizations,communities,and citizens is repressed.In recent years,the subjects of basic-level governance in China have been continuously enriched,and the capacity of self-government at the basic level has been improved.The trend of empowering basic-level governance through decen-tralization is evident.In practice,social governance power transmits downward vertically,and the power distribu-tion mechanism continuously adapts to the needs of practical operation.In order to better adapt to the transformation of basic-level governance pattern,governance of decentralization and empowerment should be achieved through re-distribution of governance resources,clarification of governance responsibilities and adjustment of governance struc-tures.As a result,governance elements will be activated,the self-worth of diverse governance entities at the basic levels be stimulated and strengthened,the construction of basic-level social governance communities be promoted and also the efficiency of basic-level governance be improved.
