Risk Management of Public Opinion for Major Public Health Events:Analysis from a Holistic View of National Security
The report of the 20th National Congress of the Communist Party of China reiterates the steadfast commitment to implementing the holistic view of national security with the safety of the people as its core tenet.In the era of new media,public opinion surrounding major public health events exhibits diversity,stratification,and complexity.Mismanagement of such opinion can easily lead to multiple negative effects and potentially effect na-tional security.From the strategic perspective of the holistic view of national security,this article proposes the con-struction of a risk management framework of public opinion for major public health events.This framework should clarify the objectives,principles,elements,and processes of risk prevention and control,with a focus on the over-all risks associated with public health events and the specific risks at each stage of public opinion management.Targeted measures for risk prevention and control are also discussed.
