建立健全民族工作法律法规评估机制,是推进依法治理民族事务、增进中华民族共同性的重要举措.要坚持以铸牢中华民族共同体意识为政治标尺,按照法理标准、价值标准和实效标准,从必要性、合法性、合目的性、合理性、合规范性、可操作性和实效性等方面对民族工作法律法规进行评估,并以此为基础优化评估指标体系,科学选择评估方法和技术,提高评估的准确性、针对性和实效性.通过完善相应的组织保障机制,形成党委领导、人大主导、政府协作、社会参与的评估工作格局,推动民族工作法律法规评估常态化开展.

Establishing and improving the evaluation mechanism for laws and regulations on ethnic affairs is a crucial measure for advancing the rule of law in ethnic governance and enhancing the commonality of the Chinese nation.It is essential to adhere to the political criterion of consolidating a strong sense of community for the Chinese nation.According to the standards of law,values,and effectiveness,it is necessary to evaluate the laws and regu-lations related to ethnic work from aspects such as necessity,legality,purposefulness,rationality,normativity,op-erability,and effectiveness.These considerations will serve as the foundation for optimizing the evaluation system,selecting appropriate methods and techniques,and improving the accuracy,relevance,and effectiveness of assess-ments.By refining the organizational support mechanisms,a collaborative evaluation framework involving Party leadership,guidance from the People's Congress,government cooperation,and public participation will be estab-lished,facilitating the normalization of evaluations of laws and regulations on ethnic affairs.
