Evolution of CPC's Understanding of the Laws of Reform and Its Characteristics:From the Perspective of the Principles of Reform Proposed and Established by Three Third-plenary Sessions of the CPC Central Committee
Reform is an essential path for advancing and expanding Chinese path to modernization.The under-standing of the laws of reform pertains to fundamental questions of reform such as why and how reform should occur.At different stages of reform,the Party has proposed and established a series of reform principles that reflect its evol-ving understanding of the laws of reform and provide a foundational guideline to ensure that China's reform consist-ently progresses in the right direction.The spirit of the Third Plenary Session of the 11th CPC Central Committee encompasses the requirement to uphold the Four Cardinal Principles,marking the beginning of the Party's relent-less exploration of reform principles thereafter.The Third Plenary Session of the 18th CPC Central Committee intro-duced the significant principle of"Four Adherences"for comprehensively deepening reform,thereby enriching the Party's understanding of the laws of reform in terms of the trajectory and correct direction of progress,value positio-ning,sources of strength,as well as ideological and methodological approaches.The Third Plenary Session of the 20th CPC Central Committee defined the major principle of"Six Adherences"to further deepen reforms comprehen-sively,which reflects the latest achievements in the localization and modernization of Marxism,scientifically summa-rizes the valuable experiences gained since the reform and opening-up,particularly in the new era,and signifies a new height in the Party's understanding of the laws of reform.Examining the Party's understanding of the laws of reform from the perspective of the principles proposed and established by the three Third-plenary Sessions reveals distinct characteristics:adapting to the development of the cause,integrating theory with practice,upholding funda-mental principles while fostering innovation,and responding to global changes.
