Internal logic and Practical Strategy for the Integration of Education,Science and Technology,and Talents Cultivation
The report from the 20th National Congress of the Communist Party of China(CPC)has,for the first time,integrated the planning and deployment of education,science and technology,and talent cultivation.This integration holds profound significance:prioritizing the development of education is a fundamental issue for cultiva-ting talents for the Party and the nation;self-reliance and self-strengthening in science and technology are essential requirements for implementing innovation-driven development;and talent-led advancement is a strategic priority for the long-term development of the Chinese nation.These three aspects are intricately connected and mutually rein-forcing:education is the foundation that supports and nurtures the development of science and technology and tal-ents cultivation;science and technology act as a driving force that propels and supports the advancement of educa-tion and talent cultivation;and talents are the primary force that fosters and ensures the flourishing of education and science and technology.Achieving the goal of integrated promotion requires the following aspects:strengthening the Party's leadership and leveraging institutional advantages;coupling the three major strategies and enhancing organi-zational coordination;adhering to a problem-oriented approach to identify and address key priorities;and leveraging the strengths of higher education institutions to lead the integrated promotion process.
