摘要
目的 构建甘肃省药品集中带量采购综合评价指标体系,对集中带量采购中选结果进行综合评价及药品遴选提供参考依据.方法 采用文献分析法拟订评价指标体系初始框架及评分细则,基于Delphi法进行指标筛选与细则修正,运用专家直接打分法确定各级指标权重,从而制订甘肃省集中带量采购药品综合评价指标体系.结果 本研究构建的指标体系包括2个一级指标,5个二级指标和16个三级指标,其中一级指标药品维度和企业维度权重分别为70和30;二级指标权重分别为药品价格30、药品综合质量40、市场占有情况10、企业供应能力11、企业信用评价9;三级指标中报价降幅、申报价、不良反应分级权重占比较高,分别为16、14、11.结论 本研究构建的药品集中带量采购综合评价指标体系科学可靠、可操作性强,可为相关决策部门提供方法学参考.
Abstract
Objective To establish the comprehensive evaluation index system for centralized procurement of drugs and provide reference for drug selection.Methods The preliminary framework and scoring rules of the evaluation index system were initially formulated via literature analysis.The indexes were screened and revised with Delphi method,and the weights of indexes were determined by expert scoring to establish a comprehensive evaluation index system for centralized procurement of drugs in Gansu province.Results The index system consisted of 2 primary indicators,5 secondary indicators and 16 tertiary indicators.The weights of the primary indicators were 70 and 30 respectively.The weights of the secondary indexes included drug price(30),drug comprehensive quality(40),market share(10),supply capacity(11),and enterprise credit evaluation(9).Among the tertiary indicators,the weights of quotation reduction,declaration price and adverse reaction grading with high proportions were 16,14 and 11 respectively.Conclusion The comprehensive evaluation index system for centralized procurement of drugs is scientific,reliable and operable,which can provide methodological reference for decision-making.
