国土空间规划背景下城乡空间融合规划探索——以杭州市新塘街道为例

摘要
文章从空间规划的角度入手,基于国土空间规划中城乡结合部地区规划案例的研究,探索以城乡空间融合为途径实现城乡融合发展目标的规划研究框架,包括对城乡空间融合内涵、动力机制及现状城乡空间融合存在的问题进行深入分析,提出以"三区三线"的划定奠定空间融合底盘,突出蓝绿生态空间网络的基底与城乡功能空间的融合布局,打造以交通网络为纽带,以产业空间和城乡居民点体系为重点,以配套设施为支撑的城乡空间融合格局,并以杭州市新塘街道为实例针对性编制了规划方案.
Abstract
This paper starts from the perspective of spatial planning,based on the case study of urban-rural fringe area planning in national land spatial planning,and explores the planning research framework of urban-rural integration as a way to achieve the development goals of urban-rural integration,including the connotation,dynamic mechanism and the problems existing in the integration of urban and rural spaces.This paper proposes to lay the chassis of spatial integration with the demarcation of"three districts and three lines",highlight the base action of blue-green ecological space network and the integrated layout of urban and rural functional space,and create an urban-rural spatial integration pattern with transportation network as the link,industrial space and urban and rural residential system as the focus,and supporting facilities as the support.In addition,this paper takes Xintang Street in Hangzhou city as an example to formulate a targeted planning scheme.
