村庄规划编制架构省际比较研究

摘要
紧扣村庄规划编制内容及成果形式,选取广东省、江苏省、四川省、湖南省进行了比较研究,发现四省编制内容简繁不一,对于成果形式的必备部分要求深度差异较大,在规划层级定位、编制内容覆盖面、村庄分类等方面各具特色,且具有目标导向明确、底线思维突出、信息化趋势显著等共同特征以及规划分析不足等共同欠缺,并通过多主体视角对四省编制架构进行了评判,最后提出了相应的建议.
Abstract
This article is closely related to the contents and the outcome form of village planning,and selects four provinces,Guangdong,Jiangsu,Sichuan and Hunan,to make comparison and research.It is found that the compilation contents of the four provinces are complicated and the depth of requirements for the essential parts of the outcome form varies greatly.The planning level positioning,compilation content coverage,and classification of villages are distinctive.The common merits of the planning of the four provinces are clear orientation,outstanding bottom-line thinking,and significant informationization trend,while the common shortcoming of their planning is that the analysis is not enough and clear.The article evaluates the establishment framework of the four provinces from the multi-subject perspective and puts forward some valuable suggestions.
