面向精细化的控规编制管理水平提升策略研究——以湖南省控规评估工作为基础

"城市管理应该像绣花一样精细",这是高质量发展阶段实现存量品质提升的重要途径.国土空间规划即将进入以详细规划为主导的"下半场",如何提升控规编管水平、实现精细化管理成为亟需解决的难题之一.文章在精细化管理理论的研究基础上,以湖南省为例,基于评估发现现阶段控规在规划编制和实施管理中存在的问题.剖析精细化管理在控规编管中的关注要点,进而提出面向精细化管理的控规编管水平提升策略:分层编制、分区引导、分类管控、分时推进的弹性适应编制方法,分级审批、分类调整、信息管理、动态监测的灵活多元管理模式,以期为新时期控规编管水平提升相关研究及管理工作提供思路.
Research on the Strategy of Improving the Level of Compilation and Management of Regulatory Detailed Planning for Elaborate Management
"Urban management should be as fine as embroidery",which is an important way to achieve the improvement of stock quality in the high-quality development stage.Territorial spatial planning is about to enter the"second half'dominated by detailed planning,and how to improve the level of control regulation and management to achieve fine management has become one of the urgent problems to be solved.On the basis of the research of fine management theory,this paper takes Hunan Province as an example and finds the problems existing in the planning and implementation management of the previous control regulations based on the evaluation.Then,the focal of fine management in regulation control and management are analyzed,and the strategies for improving the level of regulation control and management oriented to fine management are put forward:The flexible adaptation preparation method of hierarchical preparation,regional guidance,classified control and time-sharing promotion,and the flexible and diversified management mode of hierarchical approval,classified adjustment,information management and dynamic monitoring are expected to provide ideas for the relevant research and management work of the improvement of the level of control regulation and management in the new era.
