致力于探索出一条新发展阶段的城市更新规划落地之路,融合设计导控、土地权属、经济测算等多专业的新型规划理念与方法,协调城市精细开发,确保城市战略落地.一是通过对现状存量城市土地资源整备,有限利用、复合利用、循环使用,提高城市土地利用效率,实现城市"后备"建设用地资源的有效配置;二是优化城市更新片区内城市空间资源及基础设施配置,使城市土地开发成为带动城市发展和引领城市转型升级的重要引擎;三是研究城市更新过程中经济效益平衡、城市品质提升、自然生态保护之间的内生关系,探索实现城市更新多因素的综合效益统筹的规划路径.
Analysis of the Comprehensive Planning Path of Urban Renewal for Implementation:Taking Huangqi South Area in Dongguan as an Example
This study is committed to exploring a new stage of urban renewal planning implementation,integrating new planning concepts and methods such as design guidance and control,land ownership,economic calculation,and to coordinate the fine development of cities and ensure the implementation of urban strategies.The first is to improve the efficiency of urban land use and realize the effective allocation of urban"reserve"construction land resources through the preparation of the existing stock of urban land resources,limited utilization,compound utilization,and recycling.The second is to optimize the allocation of urban space resources and infrastructure in the urban renewal area,so that urban land development will become an important engine for driving urban development and leading urban transformation and upgrading.The third is to study the endogenous relationship between the balance of economic benefits,the improvement of urban quality,and the protection of natural ecology in the process of urban renewal,and explore the planning path to realize the comprehensive benefit of multiple factors of urban renewal.
