The measures for the management of food production license is in order to establish a minimum standard for the food production ability, which is to ensure the quality of hardware and software in the food production process before enterprises get the food production license. Some problems are found in the process of execution, such as, small enterprise scale, low quality staff, poor health condition, insufficient test ability and imperfect legal system. I analyze the causes and put forward some advice, for example, to establish Chinese food safety commission, to build enterprises' main body responsibility and to perfect the law and system. Among those, building industry association and improving the social supervision mechanism are effective methods and proved by practice.
