Evaluation of the Implementation Effect of Modern Apprenticeship System Policy in Higher Vocational Colleges in Zhejiang Province
Zhejiang is speeding up the transformation and upgrading of traditional industries,vigorously cultivating strategic emerging industries and future industries,and creating a"four new"economy with new technologies,new industries,new business forms and new models.In order to solve the structural contradiction between supply and demand of talents caused by the transformation and upgrading of enterprises,vocational colleges actively deepen the integration of industry and education,promote the modern apprenticeship system,and comprehensively improve the training ability and level of technical and skilled talents.Based on the four dimensions of Smith Policy Implementation theory,this paper analyzes the influencing factors of the implementation of modern apprenticeship system policy in Zhejiang province,and finds that there are some problems in policy implementation,such as the synergistic effect of modern apprenticeship system policy needs to be improved;the dominant position of enterprises needs to be fully manifested;the dual identity of student apprentices is not guaranteed;and the environment of policy implementation needs to be optimized.Based on this,it is suggested that we should strengthen the top-level design of policies,strengthen the ability of implementation agencies,control the quality of apprentice training,improve the policy recognition of target groups,and create a good policy implementation ecology.
