Elements to Stimulate the Main Role of Enterprises:Learning from the UK's"Employer-led Model"Apprenticeship Reforms
Enhancing the role of enterprises is crucial for the integration of production and education in vocational education in China.The experience of the UK government's"employer-led model"apprenticeship system reform in recent years is worth emulating.Through apprenticeship tax reform,employers become the primary financiers and fund managers.Through the"employer-led model"apprenticeship standards reform,employers become the developers and leaders of teaching standards.Through the implementation of"EPA reform",employers become creators of evaluation criteria,participants in the evaluation process,and beneficiaries of evaluation results.Drawing on the"employer-led model"apprenticeship reform experience from the UK,it is suggested that China focuses on the key elements of funding standards and evaluation to strengthen the role of enterprises in the integration of production and education:First,reshape the financing system of vocational education to leverage core interests and stimulate the intrinsic motivation of enterprises to participate in vocational education.Second,improve the employer-led system for the development and approval of professional teaching standards to ensure the quality of education and training.Third,establish an overall standardized,authoritative and effective examination evaluation and qualifica-tion certification system based on the recruitment and employment needs of enterprises.
